Looks like mostly reasonable denoising after telecine - but sans uncompressed TIFF I'm at a loss about the nastiness still remaining on fat bloke's cheek shadow in the third. (Unconvinced about the colour shifts, too - I'm wondering if they've balanced for 9300K too...)
Yeah, the colour doesn't look quite right in either of them, to be honest. The japanese print is cleaner but red and green could probably be reduced... not sure. I@m sure a good image could be made with some colour tinkering.

It looks like they overcompensated on the flesh tones. The dresses are supposed to be white, and are now a pale yellow, the gloves aren't really pink, etc. http://www.japmax.com/images/perfect1.jpg is a good picture of the intended colors.
We clearly have different definitions of "budget" :P
Actually, I'm not sure how much the rerelease of Perfect Blue goes for here. DVDs in general aren't what I would call cheap, but maybe Perfect Blue isn't so bad. Something to look into.
